4(b)unless there is compelling evidence to the contrary, a properly completed bunker delivery note shall be accepted evidence that the ship has complied with the relevant requirements specified in regulations 15 and 19.

5(d)take appropriate measures to cnsure that the fuel oil supplied to ships is in accordance with the requirements specified in regulations IS and 19.

6 In she case where a (Party] finds that fuel oil does not conform with the characteristics of the bunker delivery note:
(i)The [Party] will inform the appropriate authority under whose jurisdiction the bunker delivery note was issued, giving all relevant information;
(ii)The authority will use this information to take action as appropriate;
(iii)Shall notify the Organization for transmission to IMO Member States of all cases where fuel oil suppliers have failed so meet the requirements specified in Regulations IS and 19 of this Annex.

REVENTION OF AIR POLLUTION FROM SHIPS
Regulation 15
Sulphur Oxides (SOx)*

General Requirements
(1)The worldwide average sulphur content of residual fuel oil supplied for use on board ships shall be monitored on a regular basis.
(2)(a)The maximum sulphur content of fuel oils supplied for use on board ships shall not exceed [4.5% in/in].
(b)For the purpose of this regulation the reference value of the worldwide average sulphur content in residual fuel oils supplied for use on hoard ships shall be determined by the Organization.
(c)The maximum sulphur content of residual fuel oils supplied for use on board ships shall average sulphur content of residual fuel oils has exceeded the reference value noted in (2)(h) above by [0.2% in/in].
NOTE: (Renumber existing Regulations 15(2) to 15(4) accordingly).
*The procedure for monitoring, setting of the reference value and the application of
paragraph 2(c) shall be based on guidelines so be developed by the Organization.
